legalnotice as root element

Hi all,

just noticed the legalnotice element wasn't allowed as a root element
per the RNG schema if I'm not mistaken.

I think it should be, as a legalnotice is an excellent candidate to go
in a standalone reusable module.

maybe for 5.1?
