Strange.  I just tried r9251 non-ns with your 
param and an article document, and it does generate the LoT and LoF.  I'm 
not using DobuDish, though.

Tried r9251 non-ns but no pdf LoT was generated.

Oddly, the ns version does generate a LoT and 
  LoF. Unfortunately, I can't use the ns version. It causes a lot of

This is the second time that a snapshot build 
    has not picked up a changed file that I checked in.  

    
I just forced a snapshot build to r9251 and the 
    update is in there, so download the latest, and it should work.
