I don't know about HTMLBook, but some publishers (eg. Hachette) started
using HTML + CSS for producing PDF output.

Regarding HTMLBook -- I don't think it's that simpler then DocBook
because you have to use data-type attribute to specify precise meaning
of element, so where in DocBook you write:

<appendix>

in HTMLBook you have to write:

<section data-type="appendix">

Also for HTMLBook supported output formats are much more limited then
for DocBook, at least for now.

I think that HTMLBook is internally in O'Reilly and it's probably in the
heart of https://atlas.oreilly.com which looks like very interesting
on-line environment for producing books.
