That is because the text in the email message is only an excerpt (new
section 4) from the ebXML profile ("the specification").
In the full specification, there are occurrences of MUST in lines 102, 107,
111, 112, 116, 122, 123, 129 etc.
There is an occurrence of REQUIRED in lines 214.
