This document contains a set of high-level requirements related to the use
of the Digital Signature Service 1.0 OASIS Standard in the European Union.
These requirements could be elaborated in a DSS-X profile or white paper.
The goal of such a profile or white paper would be to map the legal
requirements on to DSS features and discuss any specific additional
requirements or recommended best practices. 

This draft document is written as a follow up to action #0058.
