Using ebMS as transport protocol for RegRep

The following came  up in discussions with a cross-border e-health initiative in Europe:   t
hey use  the IHE specifications which are based on ebXML RegRep 3.0 and the WSDL/SOAP  transport binding.
Earlier versions of RegRep  included an ebMS 2.0 SMTP transport binding, which was used in the past by  IHE.
The 3.0 and 4.0 versions of RegRep provide Web Services and REST  bindings,  but no ebMS binding.   The 2.0 version  of ebMS has been used in various national healthcare initiatives and at  some point there was interest in ebMS 3.0 in the HL7 transport  group.   In Europe ebMS 3.0 is being adopted for various cross-border  data exchanges and the question is if healthcare should converge with  this.  Such convergence could be done by providing an ebMS 3.0 transport  binding for RegRep, which the higher-level IHE specifications are layered on,  though the main question would be if there would be any market for such a  transport binding.
Is anyone aware of any recent interest in using ebMS (in particular  ebMS 3.0) with RegRep in healthcare in other geographies,  or in domains  other than healthcare?
