Nikola and I discussed this and here is our recommendation:
- Create a bug in ebcore jira for this issue so it can be
tracked
- Resolve it by:
- removing sentence
This value MUST never be returned
since a server MUST indicate failure conditions by returning
an appropriate fault message.  in lines 45-47 of  http://docs.oasis-open.org/regrep/regrep-core/v4.0/regrep-core-rs-v4.0.pdf .
The original statement only applies to SOAP binding
- Using option 2 in your original email to wrap the
exception in a regular ebRS response and return the ebRS
response in your scenario
- At some point capture all issues resolved since RegRep 4
and issue an errata
