New work proposal: ebMS3/AS4 binding for RegRep4

Hello,
There is an interest among some of us to work in this TC on a
specification for using AS4 (or ebMS3 more generally) as messaging
protocol for OASIS RegRep4.
One driver is interest among users in using (a subset of)

RegRep4 for
the exchange of evidence (documents or data) for cross-border online
procedures in the EU,  mandated by Regulation (EU) 2018/1724 article 14,
which specifies a technical system for the cross-border automated
exchange of evidence and application of the  once-only  principle.
But
in the past there was also interest in other areas,  a.o. from the
eHealth domain.
Unless we find unexpected challenges along the way, this is likely to be
a fairly simple specification,  mainly specifying the Message Exchange
Pattern to be used,  values for AS4 headers like Service,  Action,
packaging, deciding how to handle exceptions etc.
Any feedback or comments, expressions of interest etc. from other TC
members welcome.  I plan to ask TC admin for a starter document shortly.
