We are coming up short on comments on the negotiation white paper.  Please
note that silence does not give consent here.  There are explicit and
implicit choices that the team will have to make which are in the draft.

I would like to make an update in a week or so but so far,  I don't have
enough input to do make it worthwhile to update it.
