Work items

I have attached the two writeups of possible work items.  CPPA.new.work.doc
is now up to date as of the end of the July 24-25 face to face meeting.  I
will not be further updating these document2.  The next step is to proceed
to a list of agreed work items for ver. 1.1 and version 2.0
