Revised Scottsdale F2F minutes

Revised minutes from the Scottsdale F2F meeting are attached, reflecting
comments from Pallavi Malu, Marty Sachs and Yukinori Saito, along with minor
editorial improvements.  The minutes will come up for approval during the
upcoming voting call.
