In section 8.4.13, replace the statement:
"The OtherPartyActionBinding element is only used in the case of CPAs." 
by the statement:
"The OtherPartyActionBinding element is REQUIRED in CPAs and 
CPA templates and SHALL NOT be used in a CPP."
