agree with you. This was discussed in the Vienna meeting in May, but there was 
no time to make the changes in a reliable way. I'll add it to the T2 
list.

The CPP/A team is planning to update the schema 
  to conform to the W3C recommended version of XML Schema in the 1.1 release. I
