Re: "must appear only when"

I agree with Dan.

We can make it simple by removing "only" like:

Original (Line#889):
   The SequenceNumber element MUST appear
   only when deliverySemantics has a value of ...

Proposed change (Line#889):
   The SequenceNumber element MUST appear
   when deliverySemantics has a value of ...

Is there any problem with this editorial change?
