Minor correction.  The ambiguity is when two different BPSS instance
documents are used at the same time.  Two collaborations within a single
BPSS instance document is not a problem since all the service and action
names would be unique in that case.

Marty and I have just had an hour long conversation talking about this
issue. The conclusion was:
1. There is a problem to be solved and much of it is around the topic of
"disambiguation" which I understand is already on the when two
collaborations can occur at the same time (Marty correct me if my
description is not quite right)
2. Although the solution I suggested is **A** solution, Marty thinks there
could be better ones.
3. We should discuss it at the joint CPPA/MSG meeting on October 3rd.
