T2 An issue that has been brought up before but is missing from thecurrent issue database

I have previously brought up the issue of whether namespace
qualified extension elements should be allowed within the
MessageHeader element. See

I like to request that this issue be included in the issue database
and be considered for the 1.1 spec.
