[ebxml-msg] T2 type on PartyID Inconsistency

In section 8.4.1 I find:

a type attribute value must not appear more than once in a single list of
PartyId elements

yet in the example in 8.4.1.1 I see two type attributes?

Why is there a limit to only once per list?  Can we take this limit off?  It
seems to me that in most lists, the type will be on anything not a URI which
most likely means ALL but one would have a type.  I think the example is right
and the text is wrong.

Thoughts?
