[ebxml-msg] ebXML-MS v1.08

This is the latest version of the Messaging Spec.  Comments are welcome but
please make them soon.

The version of the schema referenced in this spec has not yet been posted.
Implementors should continue to use ...-02.xsd.

Unless something catastrophic happens, this is the version we will work against
at the F2F.
