[ebxml-msg] Canonicalization Algorithm

The spec has an algorithm spacified as
"www.w3.org/TR/2000/CR-xml-c14n-20010315".  I have found the latest
Canonical XML spec to be designated
"www.w3.org/TR/2001/REC-xml-c14n-20010315" (boldface indicating
differences).  The former designation apparently is not recognized by our
software, while the latter is.  Should the latter designation be used?
