[ebxml-msg] Some minor editorial issues

The following line numbers apply to the 1.09 spec when change bars are
disabled.

- Line 553: Hard coded reference to section 7.3.2 should be to section 1.3.2
instead.

- Line 604: Hard coded reference to section 8.2.1 should be to section 2.2.1
instead.

- Line 778: Hard coded reference to section 7 (OK for now, may be
problematic when sections are further reshuffled).

The following two lines (653 and 654) at the bottom of page 16 are
incorrect:
