[ebxml-msg] TraceHeaderList

One comment about TraceHeaderList.  If we delete it, then Via is down to just
one attribute -- syncReply.  Since we have put syncReply back in the
MessageHeader, do we really even need Via?  We still need a section on multi-hop
to explain how multi-hop is done but I don't think we need any special elements.
