When you create an ebXML message, you specify the namespace

http://www.oasis-open.org/committees/ebxml-msg/schema/msg-header-2_0.xsd

The inclusion of a schema location for the above namespace is optional. It
is only a hint. The parser may be configured to ignore such hints and use a
locally cached version instead.
