Another minor issue: Why are we referencing an old version of 
the Registry Services Specification?

I was not able to get the ftp user/password combination from 
Jeff Lomas. Since the http://www.oasis-open.org/committees/ebxml-msg/documents/ directory 
already exists, perhaps you can also get Ian to do the posting for you in that 
directory if he has the user/password combination.
