[ebxml-msg] Issue 872: MessageId element

The issue's description on the issue list says:
    Description: [see email] We thought that an issue had been raised
    that challenged the "local part" characterization.

I guess the description points out my comment:

As I explained in the comment, the word "local part" does not appear in
the RFC2392. So please remove following sentence from section "3.1.6.1
MessageId Element".

    The "local part" of the identifier as defined in [RFC2392] is
    implementation dependent.
