Section 5.2.2.13 Defines the PartInfo element.  It does not have an eb:Description element.  This is because we decided to replace this by a more general eb:PartProperties element.  See the example line 1776.

Unfortunately the eb:Messaging schema still has an eb:Description element,  and there is an example on lines 1535, 2430, 2582 that still reference it.
