The example of the WS-Security used for pull authorization has the following content:

<wsse:Security S11:mustUnderstand="1" actor="ebms"xmlns:wsu="http://docs.oasis-open.org/wss/2004/01/oasis-200401-wss-wssecurity-utility-1.0.xsd">

The "S11" prefix is present on "mustUnderstand",  but missing on "actor".
