AS4 states:
"For XML payloads, an eb:PartInfo/eb:PartProperties/eb:Property/@name="CharacterSet" value is RECOMMENDED to identify the character set of the payload before compression was applied."
However, UTF-8 is not a character set, but a character encoding of Unicode.
