Updated presentation on TLV approach

I just added a slide to show how off-the-shelf form tools such
as Adobe, PureEdge, or VisualStudio can be used - (or
optionally XForm form tools) - to create a frontend for
OASIS EML voting records based system, underpinned
with a standard library of OSI functions for EML XML
handling.

So long as the form system can generate XML it can
deliver a localized user interface in front of the
OASIS EML specifications - that can run on typical
computer systems - without requiring specialized
voting hardware.
