Obviously EML is one part of the puzzle.  As a pre-release
notice - I'm hoping to post a working open source implementatoin for
scanner based voting using EML 440, 510 + to http://emlvoting.org by the 25th. 
This will be an initial basic release - enough to get implementers
started - that the voting community can then develop from there.
