Title: Report from the TGDC about use of the new standard

I am attaching a recent report from the TGDC (for those who don’t know, the Technical Guidelines Development Committee is a group sanctioned by the US Election Assistance Commission to evaluate and recommend standards and changes thereto; they work closely with NIST in this effort).  It was published prior to the joint IEEE/NIST/EAC meeting last month.  I am hoping they are going to rethink this based on the meeting outcome.
