HAVE 2.0 WD03 moving on to Public Review

Folks - we had an EM TC meeting today that has moved on for Public Review. 

The EM TC voted to take Working Draft 03 to a Committee Specification Draft and then to Public Review in a session this morning. 

Next steps will really be for the Public Review to kick off and then we will be responding, especially with Robert & IEM's support, to the issues that are raised in this 30-day period.

I'll be cancelling today's meeting since there isn't really anything to do at this point. 

I'd like to pass on huge thanks to everyone involved. HAVE 2.0 has been a long time coming and I am excited that we can get it out!
