RoP amendment approved

FYI, informally, our Board of Directors has just approved the Blue
member section's Rules of Procedures amendments requested by the
section's Steering Committee, by ballot approval here
(http://www.oasis-open.org/apps/org/workgroup/blue-sc/ballot.php?id=1825),
with some minor tweaks that do not affect the substance.

These were as requested by the EMIX and Energy Interoperation TCs, to
make section affiliation easier for those committees.

We'll transmit and post the revised text as soon as we get the Board
