Jira admin update -- all needed capabilities are now available

The configuration should now allow TC members to edit, move issues
from new to open, and enter proposed resolutions to issues in Jira.
You already had the capability of commenting, creating issues, and
subtask/cloning.
Thanks to Toby for the live debugging. I'd missed one admin change
he'd made in WS-Calendar; things are now in sync.
So have at it!
