TC document repository.  Document Description: Updated Artifacts for WD21

 - updated header information to indicate WD21
 - added readme.txt on ws-calendar and samples

 As of posting, there is no permanent accessible location for WS-Calendar artifacts. The included WSCalendar sub-directory holds those schemas as of WD19, which that TC voted out for public review. This version of the schemas was only tested with those artifacts.
