Need help on Namespaces, esp with Evolvability

We need to come up with a formal policy not only for namespaces, but for evolvabilty in namespaces.

Evolvability means we anticipate that there will be future versions. Some will break backward compatibility, some will not. The namespaces should reflect this.

I do not have the time to review the relevant OASIS documents and artifact rules, and would appreciate some support on this.
