EMIX home page updated to reflect PR02

Please take a look; comments to me please.
It looks best at the public home page

the same content is on the TC member home page but the formatting is
slightly different.
This is the public face of the TC.
In addition to PR02 and links I added a link to the TEMIX white
paper and PR01 in the Technical Work and Expository Work produced by
the Committee, and updated the External Resources section.
