Changes from PR03

The Package uploaded last night, containing all files for WD37, included a document marking the changes since WD35. WD35 was the version voted out for public review 03. The TC MUST consider only comments changed portions of the documents, although we MAY consider any comments.

I will try to publish a summary of the changes before the meeting.
