I think Phil's note is terrific and addresses the right audience and with the right level of message.

Here are a few minor editorial suggestions for the first section.

4:  While competitive markets are a principal focus we should have footnote that emix also addresses price and product communication for regulated markets.

5 : "partied" should be "parties"

12 : Suggest using the term "power pools" and "trading agreements" instead of Regional Transmission Organization as this term was first applied after 2000 by FERC to ISOs that were regional in nature.

19: We need to address the reality that different ownership has is not uniformly required or implemented in different jurisdictions and that there are still municipals with a different model.
