Any objection to substituting 'and' for '&'

Hi folks,
I'm QC'ing the 'Retail Block & Tier Prices' Committee Note. Does the TC have a problem with changing the title to "Block and Tier"? It seems to be done both ways when I do a search on Google, though 'and' seems to get more results. I prefer to avoid non-alphanumeric characters in titles if I can - 'and' strikes me as more formal.
