Document Description:
The following changes has been made with reference to FWSI-FESC-specifications-01.doc

1. Changed all reference from Function Element to Functional Elements
2. Remove section 2 Architecture Overview since the specification does not constraint in any way any architectural solution that a vendor may prefer
3. Move the functional element description up as the new section 2
4. Added a new section,  3.0 Functional Elements Usage Scenario, to provide examples on how the Functional Elements described should be used.
5. Added a reference to point to the IMSC working draft 0.1
6. Modified the introduction passage to include the new section.

Between FWSI-FESC-specifications-02.doc
and this version, the following changes has been made
1. Corrected the numbering in page 34 line 993 to reflect the numbering 2.1
instead of 1.1

2. Updated the naming convention of the specs
