New draft of usecase for folks to comment upon

Hey Folks,

Here is the latest draft of the CourtsSC Usecase. I will be presenting
it to the entire TC on 17 June, so I would like to get your
comments/corrections/changes as soon as I can. Once it appears we have a
consensus, I will put it up for a vote.
