I will use your format with your permission since it is easy for all to read and also to be consistent in report content.
My report will also highlight some connections to your reported findings.

diane Report One from the liaison to xml.gov from the Electronic Court Filing Technical Committee 1. Introduction to xml.gov initiatives {1} The Strategic Plan for the XML Working Group originates from the Federal CIO Council's Strategic Plan, that charges the XML Working Group with developing an online information resource defining and documenting an evolving strategy and a set of tasks for the effective and well-coordinated usage of XML to support governmental functions.
The charter for this XML working group is scheduled to end September 2002.
One of the XML working group's initiatives is to develop a business case for creation of a XML.gov registry that if approved it would revise and extend the group's existence for another predefined time period.
XML.gov mission is "to accelerate, facilitate and catalyze the effective and appropriate implementation of XML technology in the information systems and planning of the Federal Government."
More specifically, the work group is charged with pursuing:
a.XML Best Practices and Recommended Standards
b.Partnerships with Key Industry and Public Groups Developing XML Standards and Specifications
c.Partnerships with Governmental Communities of Interest to Accelerate the Delivery of XML Benefits
d.Results-Oriented Education and Outreach 2. XML.gov connects with e-gov initiatives of interest {1} XML.gov work group strategic activities should support the policy initiatives of the Administration, including for example the Citizen-Centered eGovernment Action Plan and OMB's information quality guidelines.
A reflection showing xml.gov support for one federal e-gov initiatives is a recent meeting conducted by National Archives and Records Administration (NARA).
The meeting title was XML Schema for Records Management and Archival Metadata was tied to federal IT e-gov initiative known as the Electronic Records Management.
The corresponding initiative issue the meeting addressed is the "Transfer of Permanent e-records to NARA."
Working with Federal agency partners NARA is initiating the process to identify metadata elements used in the transfer, accession and processing of permanent records and incorporate these elements into an XML Schema.
The dialogue at this stage is just with federal partners to determine from their records managers point of view what data elements and schemas are usable across agencies.
The other three issues being addressed as part of the e-gov e-records initiative is correspondence tracking, Enterprise-wide ERM and Electronic Information Managemnet Standards.

Draft to final metadata elements October 2002 - May 2003 Jan 2003 - June 2003 work on schema 3. Connections to ECF TC At the August 14th work group meeting the Office of Justice Programs Information Technology Initiative Justice XML Data Dictionary was discussed.
A Justice XML Data Dictionary Schema Evolution Plan was presented along with a Milestone timeline for accomplishing the plan.
The primary milestone is a February 2003 target date for having a set of core objects developed and available for justice community use.
Please note that Electronic Court Filing data elements are included in the Justice XML Data Dictionary.
The briefing purpose was to propose a joint pilot project between DOJ/OJP and XML.gov in establishing approriate Justice namespaces based on standards and NIST recommendations and align with ISO 11179.
The use of the XML Developers guide as published on xml.gov site will be used.
4. Another NIST project related to TC work is to develop revisions to ISO/IEC 11179 Part 5 Metadata Registries Naming and Identification Principles that address issues of naming and identificaiton for XML artifacts such as tags, namespaces and schemas.
5. Summary The collaboration of NIST and Office of Justice Programs via the Global Network may solidify a community of interest that eventually will lead to long term institutional mechanisms to manage LegalXML Court Filing and Court Document XML namespaces.
The possibility of development of a federal XML registry is another federal link to TC efforts.
As Dr. Leff's report points out there are intersections with common data elements across XML specifications.
Postal codes is one example.
As i attend xml.gov forums or associated meetings among federal agencies... many of the same topics are being discussed and references to various existing standards are identified.
As we move toward development of a version 2.0..

the idea of reuse or namespaces... should be considered.
