I attach draft minutes for the last face to face meeting.



I particularly direct your attention to the plan for
completion of ECF 3.0 set forth at the end of these minutes.  Significant progress has been made on
this plan.  Expect to have UML
models and data element spreadsheets for a number of the MDEs and messages to
review by the end of this weekend.



Please review these minutes carefully.  Please notify me immediately if the
minutes are incorrect in any regard.  



Decisions set forth in these minutes will be considered
final unless a TC member posts an objection to the list within one week asking
for the full TC to vote on a particular decision.
