Jim,
I think you missed a critical item in section 1 bullet 1. The initial method
for the Court or Court Administration to file an action (example: an order)
that would be staged for the court record an be disseminated to the parties
in a jurisdiction where secondary service is supported.
Other than this issue, it is a great job. It is brief and to the point.
