1. I'd pose no objection to Jim's improvement when this is decided at
our next meeting.

2. Re: IP continuity and transition matters - I fear that looking for
issues will lead to finding them . . . I do recall there were some
transfer restrictions applied to the Steward requiring that equally
open IP be respected by the transferee before allowing transfer
(OASIS, as it turned out).  I seem to recall that we declared OASIS
terms to be capable of interpretations that can be deemed equivalent
to our old terms.  Technically, however, I seem to recall that the
Steward would need to make the transfer and I don't remember if
Georgia State ever transferred Stewardship back to LegalXML when we
incorporated.  So - we may need to get an IP assignment from the
Steward if we want to cross the Ts and dot the Is.  Or, we could read
the policy as allowing continued standards work in OASIS and skip the
exercise of explicitly asking for an assignment.  If we do that, then
we'd need to make sure any eventual standard or specification built on
IP from old LegalXML is not later gummed up with IP terms that
conflict with the original copyleft terms that applied when
participants assigned their rights to the Steward.  This is only an
issue with respect to the Court Filing spec, as it was the only one to
make it to that stage, as I recall.

Short answer - we should probably put more than one legal mind on
Jim's question, but I suspect there are ways to interpret ourselves
out of any potential transition problems because Todd and I
specifically drafted the copyleft stuff envisioning eventual
transition to a group like OASIS, W3C or IETF.
