I agree there is a need for PR, but I think it should come based on work products that we can unveil, describe, explain, and be excited about. Isn't this funding request to bring key subject matter experts to a work session they couldn't otherwise attend? That was the principle we used in subsidizing several of us for the OASIS Symposium and associated meetings. I guess I don't see these grants as amounting to "scholarships," but rather as costs necessary to get key work done. 

Let's not make the process onerous, e.g., by requiring each recipient to justify what they'll be doing in terms of a "scholarship" application. However, it might be well for each person who will be requesting these funds 1) to be invited to attend by the TC or its chair, and then 2) to request support from the department, company, etc., even though the request will be denied due to budget limitations. The recipient could then attest that there is no local resource to help cover the costs to attend and participate.
