Can we update http://www.legalxml.org/governance/rules_of_procedures.shtml
to make it current? It seems like only a few edits are necessary. I'm happy
to take a pass at it; if the assumptions in the 2002 document have come to
pass, it's a quick job. If there have been changes to the original plan,
then I'll need your insight.
