As I indicated in the meeting, I think that the revitalization of the
Court Document effort may offer an opportunity to explore
interoperatbility with 2GEFS. To the extent that a Court Document is
now being envisioned as a receptacle of one or a series of transmission
parameters from different sources in the body of boilerplate language
that itself can be a parameter, then it should be possible
theoretically for both ECF 3 and 2GEFS transmission parameters, through
a series of mappings, to generate the same documents at the end of the
process. This could generate a breakthrough in a standstill that has
lasted far longer than it should have and could eventually allow for
reintegration of the two standards, without a need for any end use
restrictions to be modified in the interim.
For this reason I suggest the California AOC be part of any such task
force on document modelling.
