 and I have
taken a hard look at the status of our deliverables for the ECF 3.0
specification and schemas.  One half
of our consulting team () has
performed exceptionally having completed work on the schemas, the WSDL, the
domain model, definitions, and the GJXDM mapping spreadsheet.  The other half (Eric Tingom) has missed
his deadline for producing the specification and the profiles for web services
and “sneaker net” (non-electronic transmission of documents for
filing in electronic form, e.g., on a physical medium).  Tom and I are skeptical that he will
produce acceptable work, based on a discussion we had with him last night.



Neither Scott nor Eric will be available to complete ECF 3.0
following the face to face.  Scott
has just taken a job with the State of .  Eric has informed us that he has
personal commitments that will prevent his attending the face to face in  or working on ECF
3.0 during the next 60 days.



We have asked OASIS to open discussions with a firm that has
been very closely involved with the ECF 3.0 effort, in hopes that OASIS could
hire that firm to complete the work that will remain after the  face to face.  Tom and I believe that an open
procurement at this time could not meet our needs, given the time required for
such process and given our need to retain someone with intimate knowledge of
the work product and the discussions that have produced it.  At this time, we are not proposing to
enter into a long term contract – merely one to complete the work
remaining on ECF 3.0.



I alert you not only because you are entitled to know about
the problems with the eCorridor consulting contract, and because you will have
to act on any supplemental consulting services contract (and therefore have the
right to tell us that you do not think that a sole source agreement is
warranted for this short term ECF 3.0 completion task) but also because we will
undoubtedly need to increase this year’s Member Section budget for
consulting services to be able to retain another firm to complete the work.  



I will not know the specifics of the budget increase that
ECFTC will be requesting until after the ECFTC face to face in  on the 16th
and 17th of this month.



I am sorry to be the bearer of these less than auspicious
tidings.



I welcome your comments and suggestions.  Because this whole situation bears on
the continuation of the eCorridor consulting contract, I ask that you keep the
contents of this message in the strictest confidence.  Patrick Gannon and Jamie Clark are
members of this list; they are automatically getting copies of this email.  I am also copying  because he is co-chair of the ECFTC and directly
responsible for monitoring the eCorridor contract.
