Steering Committee:
 
Here's a 
document I put together to describe what I understood to be the principles we'd 
like to set up for the LegalXML Member Section, addressing the question of when 
is someone a voting member, on the roster, and so forth. This is something I 
think is a work in progress. Also attached is a draft letter Dee asked me to 
prepare as something that can go to lead persons in OASIS memberships which have 
someone working within one of the LegalXML TCs but which is not signed up with 
LegalXML Member Section for dues sharing.
 
In 
summary:
*     If your organization is 
signed on with LegalXML Member Section for dues sharing, you may vote in TC 
business (if you've qualified there for voting membership based on attendance, 
etc.) and you may vote on at-large representatives to the Steering 
Committee and you will be on the roster of the Member Section and will 
stay informed thereby about Member Section business.
 
*    If your organization is not 
signed on with LegalXML Member Section for dues sharing, you may vote in TC 
business (if you've qualified there for voting membership based on attendance, 
etc.) but you may NOT vote on at-large representatives to the 
Steering Committee and you will NOT be on the roster of the Member 
Section and will not stay informed thereby about Member Section 
business.
 
*    Lead persons for organizational 
memberships in OASIS are the only ones who may vote on OASIS 
standards.
 
*    Lead persons for organizational 
memberships in OASIS are the ones who designate Member Sections for 
dues-sharing, at the time the membership is opened, or at its annual 
renewal.
 
I have let 
Dee Schur know I hope we can build a set of procedures and assign 
responsibilities to get things to work properly. In today's meeting, I'll try to 
summarize what I think needs to happen.
